【摘要】:1.1Whilethereareanumberofusesforinterlaboratorytests,andvariationsintheirdesignandimplementation,itisstillpossibletospecifytheessentialprinciplesthatneedtobeconsideredwhenorganizingsuchtests.PartAofthisguidedefinesthoseprinciplesanddescribesthefactorsthatshouldbetakenintoaccountintheorganizationandconductofproficiencytestingprograms.1.2Thisguidealsocovershowlaboratoryaccreditingbodies,whichassesstechnicalcompetenceoftestinglaboratories,shouldselectanduseproficiencytestingprograms(refertoPartB).1.3PartAoftheguideisintendedforusebyvariousparties,suchasaccreditingbodies,regulatoryauthoritiesandclientsoflaboratoryserviceswhichhaveaneedtoassessthetechnicalcompetenceoflaboratories.Itisalsousefulforlaboratoriesinself-evaluation,butrecognizesthatproficiencytestingisonlyonemechanismthatcancontributetoestablishingequivalentconfidenceamongusersofdifferenttestinglaboratories.1.4Itiscurrentlyaconditionofsomeaccreditationbodiesthatlaboratoriesparticipateregularlyin"approved"proficiencytestingprograms.Therefore,itisessentialthatprogramoperatorscomplywithprinciplesforconductofprofessionallymanagedproficiencyprograms,bothintermsoftechnicalrequirementsandqualitymanagement(seeAnnexA1andAnnexA2).1.5Themethodsofoperationwithindifferentproficiencytestingorganizationsarenotexpectedtobeidenticalandthisguidedoesnotgivespecificoperationaldetailsforinterlaboratorytestcomparisons.Itdoes,however,coverbothmeasurementcomparisonandtestingprogramsinwhichlargenumbersoflaboratories(over20)orsmallgroupsoflaboratories(1to20)aretested.Therefore,thecontentsofthisguideareintendedonlyasaframeworktobemodifiedappropriatelyforparticularsituations.1.6AlistofsomerelevantreferencesisgiveninAppendixX1.
